Village of Bedford Park Notice for Bids Event Center South Parking Lot-Phase 1

NOTICE FOR BIDS

The Village of Bedford Park, a Home Rule Unit of Government, Cook County, Illinois will receive sealed proposals for the following improvements.

1. Time and Place of Opening Bids:

Sealed Proposals for the improvement described herein will be received at the office of the Village Clerk of Bedford Park, 6701 South Archer Road, Bedford Park, Illinois 60501, until 2:00 PM CDT on Wednesday June 14, 2023 and publicly opened and read aloud at that time in the Village Hall Board Room.

1. Description of Work: 

The proposed work is officially known as 

Village of Bedford Park

Event Center South Parking Lot – Phase 1 

and is further described as follows: All material, labor, equipment, and incidentals necessary for the furnishing and installation of the pavement improvements.

New parking lot on south of the Wintrust Sports Complex at 5499 W. 65^th Street includes but is not limited to 20655 SY of 12” base aggregate with 2” binder course N50 and 2” surface course N50, 2160 LF of B-6.12 curb and gutter, surface detention pond with volume control, restrictor basin installation, and connection to existing sewer in Lorel Avenue. 

III.   Instructions to Bidders:

50. Plans and proposal forms may be obtained at the office of the Village Engineer, Alyssa Huff, at 6701 S. Archer Road, Bedford Park, IL 60501 for a non-refundable fee of $50.00 per set.

1. All work will be in conformance with the latest editions of the STANDARD SPECIFICATIONS FOR WATER AND SEWER MAIN CONSTRUCTION IN ILLINOIS and the STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION OF THE STATE OF ILLINOIS, and all revisions thereto.

1. Only bidders with a current IDOT pre-qualification certificate will be eligible to receive plans and submit proposals.

1. All proposals must be accompanied by a bank cashier’s check or bank draft,

certified check or bid bond for not less than ten percent (10%) of the amount

of the bid.

1. Applicable Federal and State Requirements:

1. All laborers and mechanics employed by Contractor or Subcontractor on construction work for this project shall be paid wages at rates not less than those prevailing as determined by the Department of Labor of the State of Illinois as of June 5, 2001 and all revisions thereto.

1.    All contracts and subcontracts for construction or repair shall include a provision for compliance with the Copeland “Anti-Kickback Act” (18 U.S.C. 874) as supplemented in Department of Labor Regulations (29 CFR, Part 3).

1. Contracts shall include a provision for compliance with Sections 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327-330) as supplemented by Department of Labor Regulations (29 CFR, Part 5).

1. Contract shall include a provision for compliance with the Employment of Illinois Workers on Public Works Act codified in 30 ILCS 570-1 (West 1996). If at the time during the term of this contract is executed or if during the term of the contract, there is excessive unemployment in Illinois as defined in the employment of Illinois Workers on Public Works Act, 30 ILCS 570-0.01 et seq., as two consecutive months of unemployment exceeding 5%, the contractor agrees to employ Illinois laborers. An “Illinois laborer” is defined as any person who has resided in Illinois for at least thirty (30) days and intends to become or remain an Illinois resident. The Act relies on and incorporates the Bureau of Labor Statistics and its monthly publications of employment and unemployment figures. These figures may be reviewed in the Bureau’s Web site at www.bls.gov/eag/.

1. Certification:

The undersigned Bidder does hereby certify that it is not barred from bidding on the contract as a result of a violation of either section 33 E-3 or 33 E-4 of Chapter 38 Illinois revised statutes.

1. Rejection of Bids:

The Village reserves the right to reject any or all proposals and to waive technicalities.
