Cedric Shanks, 37, of Chicago, was charged July 8 with possession of cannabis, possession of a controlled substance, speeding 15–20 mph over the limit, and driving without insurance after being stopped for traveling 54 mph in a 35-mph zone near 146th Street and LaGrange Road, police said.
Officers reported smelling cannabis when they approached the vehicle and observed cannabis inside. Police said they also found seven pills and several bags of cannabis during a search.
